The legal action, the first of its kind filed against student loan owners and processors for alleged violations of the Servicemembers Civil Relief Act, involves about 60,000 servicemembers who were charged rates in excess of the maximum 6%.
Attorney General Eric Holder and Education Secretary Arne Duncan said the settlement involving Sallie Mae, now known as Navient, awaits approval by a federal judge in Delaware.
Holder said the lenders engaged in "a nationwide practice'' for nearly a decade that failed to provide military members the 6% rate.
"This alleged overcharging appears to have been the rule, rather than the exception,'' Holder said. "According to an audit, excessive rates were charged to 93% of active-duty servicemembers who had loans owned or serviced by Sallie Mae.''

San Juan Basin Royalty Trust (the Trust) is an express trust created by the San Juan Basin Royalty Trust Indenture, between Southland Royalty Company (Southland Royalty) and The Fort Worth National Bank. The Trustee of the Trust is Compass Bank. The function of the Trustee is to collect the net proceeds attributable to the Royalty (Royalty Income), to pay all expenses and charges of the Trust and distribute the remaining available income to the Unit Holders. Gas produced from the Underlying Properties is processed at one of the five plants: Chaco, Val Verde, Milagro, Ignacio, and Kutz, all located in the San Juan Basin. Gas produced from the Underlying Properties and processed at Kutz is being sold under three separate contracts with Pacific Gas and Electric Company (PG&E), Shell Energy North America (US), LP (Shell) and New Mexico Gas Company, Inc. San Juan Basin Royalty Trust (SJT): Rising natural gas prices have been a boon to SJT as the royalty trust owns natural gas wells located in New Mexico. Units of trust are up around 30% this year on the back of these higher prices. Also up are SJT�� distributions. The royalty trust paid out 4 cents per share per month last year. This May, SJT paid 10 cents- a nice 150% gain in dividends. SJT currently yields over 6% based on the last 12 months of monthly dividend payments.

One health care player that insiders are active in here is Hansen Medical (HNSN), which develops, manufactures and markets new generation of medical robotics for accurate positioning, manipulation and stable control of catheters and catheter-based technologies. Insiders are buying this stock into relative weakness, since shares are off by 19.2% so far in 2013.
Hansen Medical has a market cap of $113 million and an enterprise value of $118 million. This stock trades at a premium valuation, with a price-to-sales of 7.13. Its estimated growth rate for this year is -3%, and for next year it's pegged at 36.2%. This is not a cash-rich company, since the total cash position on its balance sheet is $21.08 million and its total debt is $29.57 million.
A beneficial owner just bought 8.1 million shares, or about $9.96 million worth of stock, at $1.23 per share.
From a technical perspective, HNSN is currently trending above its 50-day and just below is 200-day moving average, which is neutral trendwise. This stock recently spiked up sharply from its low of $1.14 to its recent high of $1.96 a share with big upside volume. Since that move, shares of HNSN have pulled back and started to consolidation between $1.77 and $1.60 a share. This stock is now starting to bounce higher and move within range of triggering a near-term breakout trade.
If you're bullish on HNSN, then look for long-biased trades as long as this stock is trending some key near-term support levels at $1.60 to its 50-day at $1.51, and then once it breaks out above some near-term overhead resistance levels at $1.77 to $1.96 a share high volume. Look for a sustained move or close above those levels with volume that hits near or above its three-month average volume of 530,653 shares. If that breakout hits soon, then HNSN will set up to re-test or possibly take out its next major overhead resistance levels at $2.15 to $2.23 a share. Yesterday, small cap medical robotics stock MAKO Surgical Corp (NASDAQ: MAKO) soared 82.19% after it was announced that Stryker Corporation (NYSE: SYK) would acquire it���meaning it might be time to take a closer look at large cap medical robotics leader Intuitive Surgical, Inc (NASDAQ: ISRG) along with small caps Accuray Incorporated (NASDAQ: ARAY) and Hansen Medical, Inc (NASDAQ: HNSN). While billed as a rival to America's Intuitive Surgical (NASDAQ: ISRG ) , Mazor actually bears closer resemblance to tiny Hansen Medical (NASDAQ: HNSN ) . Teradyne (NYSE: TER ) was the third S&P 500 component turning in impressive gains, up 5% after announcing that China's Acetec Semiconductor had placed an order for 20 J750EX-HD systems capable of digital wafer sorting and final testing of mobile connectivity devices. Deals are always a good thing for Teradyne, but the unfortunate aspect of building more efficient control equipment is that it's driving down the cost of all manufacturing processes over time, which means innovate constantly or earn less money for Teradyne. However, with Teradyne's $2.80 in net cash per share and as it sits at just 10 times forward earnings, I'd be intrigued enough to suggest adding Teradyne to your Watchlist.
