But just like smart shoppers ask tough questions about product quality before they jump on a sale-priced item, so too do value investors have to look closely at beaten-down stocks to decide whether they're truly good values or just cast-off clearance-rack companies with few future prospects.

The dangers of cheap stocks
If value investing were as simple as finding stocks trading at cheap prices, then it would be a trivial endeavor to make money. Even most beginning investors understand that low share prices by themselves mean nothing, as the total value of a company depends not only on the price per share of stock but also on the number of shares outstanding. A company with 1 million shares priced at $100 is worth the same as one with 100 million shares priced at $1, so gauging whether a stock is expensive or cheap based solely on share price doesn't give you enough information to draw valid conclusions.

MBA purchase applications (Wednesday): There has been a solid trend of declining activity in mortgage applications over the past few weeks, with last week's report showing another 2% drop. But with interest rates falling for the first time in more than two months, there may be new incentives for buyers to lock in the low rates now. Construction spending (Thursday): As we've seen from the past weeks' sales reports, home inventories are below the six-month range that economists view as a good balance between supply and demand. Biotech's Best

S&P Capital IQ has a positive fundamental outlook for biotechnology over the next 12 months, based on accelerating revenue and earnings growth from several large-cap, profitable names in the group, suggests Steven Silver, S&P Capital IQ equity analyst in The Outlook.

In our view, Amgen (AMGN), Celgene (CELG), and Gilead Sciences (GILD) each has bolstered its long-term growth prospects in recent years.

Celgene, which had been reliant on its multiple myeloma drug Revlimid for the majority of its revenue, secured approval of internally-developed Pomalyst for late-stage multiple myeloma.

Its Apremilast is currently under Food and Drug Administration (FDA) review for the anti-inflammatory condition, psoriatic arthritis, and has also shown promise in such indications as psoriasis and ankylosing spondylitis.

In 2010, Celgene acquired rights to cancer drug Abraxane, which was approved in breast cancer at the time of the deal, but has subsequently been approved for lung and pancreatic cancer, the latter of which we view as a major advance in the treatment paradigm.

Celgene has been very aggressive in establishing alliances with smaller biotech companies, which we expect to provide future pipeline opportunities.

Gilead Sciences had also seen its growth outlook dim after several acquisitions failed to adequately diversify the company's revenue stream beyond its market-leading HIV/AIDS treatment.

However, in early 2012, Gilead closed on the $11 billion acquisition of Pharmasset, which delivered lead candidate sofosbuvir, which we think should secure FDA approval for hepatitis C before the end of 2013.

We view additional approvals as likely to follow, as part of combination regimens over the next few years, and we expect hepatitis C to emerge as a major long-term growth driver.

We also view Gilead's 2011 acquisition of Calistoga favorably, as lead candidate idelalisib has shown positive data for chronic lymphocytic leukemia and non-Hodgkin's lymphoma, and we view accelerated approvals as likely for this drug.

As such, we now view oncology as an emerging and complementary growth driver for Gilead as well. We expect adjusted EPS growth of 25% for Gilead over the next three years, driven largely by the expected launch of sofosbuvir.

Lastly, Amgen is the most mature and slowest growing of the large-cap names. However, strong cash flow generation enabled the initiation of biotech's first regular dividend policy in 2011.

To bolster growth, Amgen secured FDA approval of its denosumab franchise in 2010 for post-menopausal osteoporosis, as well as for cancer-related bone loss. In October 2013, Amgen acquired Onyx Pharmaceuticals (ONXX) to expand into the lucrative cancer treatment markets.

Onyx's key growth driver is Kyprolis, which was approved in 2012 for blood cancer multiple myeloma. While currently approved as a late-stage treatment option, Kyprolis is being studied extensively for a possible move into earlier lines of therapy, including in combination with Celgene's Revlimid.

We also see a potential growth driver in Amgen's monoclonal antibody candidate Evolocumab, a cholesterol-lowering drug currently in Phase III study.

MidAmerican�� domestic regulated energy interests are comprised of two regulated utility companies serving more than three million retail customers and two interstate natural gas pipeline companies with approximately 16,600 miles of pipeline and a design capacity of approximately 7.7 billion cubic feet of natural gas per day. Its United Kingdom electricity distribution subsidiaries serve about 3.9 million electricity end-users. In addition, MidAmerican�� interests include a diversified portfolio of domestic independent power projects, a hydroelectric facility in the Philippines and residential real estate brokerage firm in the United States.

PacifiCorp is a regulated electric utility compa! ny headqu! artered in Oregon, serving regulated retail electric customers in portions of Utah, Oregon, Wyoming, Washington, Idaho and California.     Up first is CNO Financial Group (CNO), a mid-cap financial stock that's rocketed close to 60% higher since the calendar flipped over to January. Yup, it's been a great year for the market, but it's been a far better one for investors who own CNO. But that strong performance isn't showing any signs of slowing yet. In fact, CNO looks primed for even more upside in the fourth quarter.

    That's because CNO is currently forming a bullish pattern called an ascending triangle. The ascending triangle pattern is formed by a horizontal resistance level above shares -- in this case at $14.75 -- and uptrending support to the downside. Basically, as CNO bounces in between those two technical price levels, it's getting squeezed closer and closer to a breakout above that $14.75 resistance level. When that breakout happens, it's time to become a buyer.

    ACCO's price action isn't exactly textbook. After all, the pattern is coming in at the bottom of a downtrend, not after an uptrend. But ultimately, that doesn't change the trading implications of a move through that $7.50 level.

    Whenever you're looking at any technical price pattern, it's critical to think in terms of those buyers and sellers. Ascending triangles and other pattern names are a good quick way to explain what's going on in a stock, but they're not the reason it's tradable. Instead, it all comes down to supply and demand for shares.

    That $7.50 resistance level is a price where there has been an excess of supply of shares; in other words, it's a place where sellers have been more eager to step in and take gains than buyers have been to buy. That's what makes a breakout above it so significant. The move means that buyers are finally strong enough to absorb all of the excess supply above that price level.

    Don't be early on this trade.

Sma ll Commercial Business

Small Commercial Business segment provides workers��compensation to small businesses that operate in low and medium hazard classes, such as restaurants, retail stores, physicians and other professional offices, and commercial package and other property and casualty insurance products to small businesses. The Company is authorized to write its Small Commercial Business products in all 50 states. The Company distributes its policies through a network of over 8,100 select retail and wholesale agents who are paid commissions based on the annual policy premiums written. The Company�� Personal Lines Reinsurance Segment has a 20% participation in the Personal Lines Quota Share, by which it receive 10% of the net premiums of the personal lines business. The Personal Lines Quota Share provides that the reinsurers, severally, in accordance with their participation percentages, will receive 50% of the net premium of the GMACI Insurers and assume 50% of the related net losses.

Wall Street: What's Next For Precious Metals And Stocks?

For more than three years, stocks and precious metals have been moving in the same direction–north. But in the last twelve months, precious metals and stocks parted ways. Stocks continue to head north, while precious metals head south. The SPDR Gold Shares (NYSE:GLD) are down close to 25 percent; and the iShares Silver Trust (NYSE:SLV) down close to 40 percent. The SPDR S&P500 (NYSE:SPY) is up more than 30 percent, while the SPDR Dow Jones Average (NYSE:DIA) follows closely behind.

What's behind this divergence? Will precious metals catch up with stocks, or the other way around?

These are certainly complex questions, but the answer is simple.

In the early days, both precious metals and stocks rallied on cheap money coming from several rounds of QE, but on different premises. Precious metals rallied on the premise that cheap money will fuel runway commodity inflation–the "milk" of commodity market rallies, as there are no dividends to compensate investors for holding precious metals. Stocks rallied on the premise that easy money will fuel a new economic boom, boosting corporate earnings–the "milk" of equity market rallies, as they provide funds for dividends and stock buybacks.

Three years later, for reasons explained in a previous piece, easy money helped create asset inflation, but very little to fuel traditional commodity inflation, deflating the precious metals markets.

The rest is history. Precious metals investors hang on every word from Federal Reserve officials, looking for hints about the fate of QE. But no word seems to be re-assuring enough — and any rally is short-lived.

By contrast, the situation for stocks is different. Investors continue to believe that QE will eventually stimulate growth-reassured by Fed officials (e.g., Ms. Yellen's testimony in the US Senate last week), hoping that robust earnings growth will follow a strong economy, and will sustain the rally in equities.

In some cases, dividend payouts and stock buybacks have made the waiting worthwhile.

The truth is that QE doesn't boost economic growth either, as explained in the article cited earlier. This means that equities may eventually head south, following the fate of precious metals.

What should investors do?

It depends on which theory they subscribe to. Those who have faith in the Fed may want to stay with both stocks and precious metals. Those who don't may want to count their blessings and begin taking profit, adhering to the old Wall Street adage, "nobody went broke by booking profits."

I have a new opportunity in the Big Data arena that is a different way to capitalize on the continued growth of Internet traffic and information that I’d like to share with you today.

A recent pullback on a small guidance miss at F5 Networks (FFIV) is giving us a good entry point that I want us to take advantage of ahead of strong growth catalysts.

F5 Networks’ hardware and software help manage Internet traffic across existing hardware and the cloud, with expertise in content delivery and security. The emergence of “virtual servers” over the past several years, alongside the growth in data centers (the warehouses where servers are located) and the explosive expansion in mobile computing at the office, have boosted demand for FFIV’s core hardware/software, known as application deliver controllers, or ADCs.

Best High Tech Companies To Own For 2014

ADCs are a critical part of “service provider” networks, where telecom, video and other businesses must manage the flow of data across their infrastructure – making sure that content is delivered seamlessly and securely. Think of them as boxes that sit in front of a company’s server and direct traffic. They look at each piece of data coming in, analyze where it’s coming from and where it needs to go, and then redirects, prioritizes or blocks the information as needed. ADCs help servers run a lot smoother by keeping them from having to do all this data analysis on their own.

You may have seen the oft-repeated statement by tech behemoth Cisco (CSCO) that Internet traffic is growing by as much as 40% annually. That means that there is a strong and growing need for these ADCs, making FFIV a great way to play the expansion in data management since the company has the strongest market share for the controllers at about 50%.

Of the roughly $1.3 billion that FFIV makes on the top line, 60% comes from hardware, and 90% of that tally (or 54% of total revenues) comes from its Big IP brand of ADCs, as well as security offerings. The remainder comes from services and maintenance the company provides to clients who have FFIV equipment in the field.

FFIV is not just a box maker. It has a valuable proprietary traffic management operating system (TMOS) that inspects and modifies Internet traffic. TMOS has helped FFIV expand its total addressable market through the years, growing from secure remote access a decade ago, to the growing virtualization arena where several servers can be configured to act like one single unit.

Growth Outside of the Box

Sales have grown at a compounded annual rate of about 20% since the recession, reaching nearly $1.5 billion in the fiscal year that just ended in September. While the year-over-year growth rate has slowed to the mid to high single digits, up about 8% in its recent fiscal year, there are catalysts in place to help quicken the pace over the next few years.

In its fiscal fourth-quarter report last week, the company delivered good results in a period where many networking peers, such as Citrix (CTXS) (which has signed on with Cisco as the latter exited the ADC market) and Riverbed (RVBD) posted poor or just so-so results.

This tells me that despite some softening macro factors that bedeviled other companies, there is continuing demand for FFIV, and the numbers bear this out. Non-GAAP earnings were $1.26 a share, which was nicely ahead of consensus at $1.19, while a 9% jump in revenues to $395 million bested estimates of $384 million.

Despite the strong quarter, the stock has been weak since the report as there are some lingering concerns over guidance. Management guided for fiscal first-quarter revenue of about $395 million, above the expected $389 million, but said it expects earnings of $1.17-$1.20 a share, while analysts had estimated $1.20. The guidance reflects product growth and some near-term margin pressure on its operating margin line, due in part to investing in sales and marketing, which means margins in the first half of the year will be in the mid 30% range before trending back into the high 30% range. This was not a huge guidance miss and the selling looks a bit overdone to me.

Meanwhile, we can use the recent weakness as a buying opportunity. FFIV has been able to grow product sales (after a few quarters of sluggish growth and even a decline in the first and second quarters of this year) as it has launched new software and hardware upgrades. Management also said its installed base of users has a relatively older suite of ADCs in place, ranging from three to six years of service, and even longer, in some cases. That means a refresh cycle has just begun gaining traction.

These are company-specific tailwinds, and should enable FFIV to weather any near-term bumps to see some growth in the years ahead. The emergence of the cloud and security concerns, where 30% of new IP platforms sold by FFIV in the latest quarter had at least one security feature, should also help F5 grow sales of its security features tied to its Big IP platform.

The company could earn as much as $6.10 a share in its next fiscal year that ends September 2015, which would be about 20% growth over the current year’s consensus of $5.10 a share. This assumes revenues of $1.9 billion with margins of 39% in that period, which would add a net cash position of almost $8 a share and push the stock toward $110 within a year.

Among the social media companies based in the United States, eBay (NASDAQ: ZNGA) saw the most significant upswings in short interest between the June 14 and June 28 settlement dates.

Shutterfly (NASDAQ: SFLY) also saw the number of its shares sold short rise somewhat in that time.

But short interest in Angie's List (NASDAQ: GRPN) was essentially flat in the final two weeks of June, compared to the previous period.

And the number of shares sold short in Google (NASDAQ: GOOG), LinkedIn (NYSE: LNKD), Pandora (NYSE: P) and United Online (NASDAQ: UNTD) declined somewhat.

Also, note that U.S.-listed shares (or ADRs) sold short of Chinese social media companies Sina (NASDAQ: SINA) and Sohu.com (NASDAQ: SOHU) fell by double-digit percentages to the end of June. But short interest in Baidu (NASDAQ: BIDU), Renren (NYSE: RENN) and YouKu Todou (NYSE: YOKU) declined more modestly.

eBay

Short interest in this San Jose, California-based online commerce company increased by more than four percent to more than 15.75 million shares in late June. The number of shares sold short has risen since the end of April but was a little more than one percent of the float. Days to cover was less than two.

EBay has a market capitalization of more than $72 billion. It is expected to post double-digit revenue growth in the current quarter and the next. The long-term earnings per share (EPS) growth forecast is about 15 percent, but the price-to-earnings (P/E) ratio is about 27. The return on equity is less than 14 percent.

Of the 39 analysts who follow the stock that were surveyed by Thomson/First Call, 33 recommend buying shares, 13 of them rating the stock at Strong Buy. The mean price target, or where analysts expect the share price to go, is almost 13 percent higher than the current share price. That target would be a new multiyear high.

The share price rose more than five percent in the past month and it is now more than 40 percent higher than a year ago. But ov! er the past six months, the stock has underperformed the likes of Amazon.com (NASDAQ: AMZN) and Overstock.com (NASDAQ: OSTK).

Yelp

This San Francisco-based company saw its short interest increase more than 10 percent in the final weeks of June to more than 4.71 million shares. The number of shares sold short represented more than 16 percent of the total float, and the days to cover increased to about four.

An analyst remarked on Yelp's runaway growth potential during the period. The company currently has a market cap near $2.4 billion. While Yelp has a long-term EPS growth forecast of about 20 percent, its return on equity is in negative territory. Note that analysts do not expect the company to show a profit until 2014.

For at least three months, the consensus recommendation of the polled analysts has been to hold shares. So, no surprise, the share price has overrun their mean price target, meaning they see no upside potential at this time. Note that the street-high target is more than 11 percent higher than the share price.

The share price has risen about 25 percent in the past month and reached a 52-week high this week. The stock has outperformed Yahoo! (NASDAQ: YHOO) and the broader markets over the past six months.

Zynga

Short interest in the San Francisco-based online social games operator increased more than four percent to 26.14 million shares in the latter two weeks of June. That followed a more than 16 percent rise in the number of shares sold short in the previous period. Short interest was about five percent of the float.

In June, Zynga acquired a casino gaming company, but also was a rumored takeover target. Zynga has a market cap of more than $2 billion but does not offer a dividend. The long-term EPS growth forecast is about 21 percent, but the return on equity and the operating margin are both in the red.

Only two of the 22 surveyed analysts recommend buying shares, while 17 recommend holding them. Hold has been the! consensu! s recommendation for at least three months. The current share price is higher than the analysts' mean price target, meaning they see no upside potential at this time.

The share price has climbed more than 17 percent in the past month and is up almost 42 percent year-to-date. Over the past six months, the stock has underperformed the likes of Electronic Arts (NASDAQ: EA), but it has outperformed Facebook and the broader markets.

This move is quickly pushing shares of PENN within range of triggering a breakout trade. That trade will hit if PENN manages to take out some near-term overhead resistance at $57.44 to some past resistance at $58 with high volume.

     

    Traders should now look for long-biased trades in PENN as long as it's trending above Monday's low $55.65 or above more support at $54.71 and then once it sustains a move or close above those breakout levels with volume that this near or above 824,334 shares. If that breakout hits soon, then PENN will set up to re-test or possibly take out its 52-week high at $59.93. Any high-volume move above $59.93 will then give PENN a chance to hit $65.
